Its bad for anything. Old games like CoD 4 have more players

Red Orchestra 2 have around 2k players most of the time, it drops to 1200-1300 depending on the time of the day, there always at least 10 servers with 64 people and still its considered low populated. 300 people for ACM (DURING SALE) its a joke. And I bet 2/3 of those people can't connect to each other for being in different regions and the p2p system is too "weak" to "find" host's lobby.
The only way to play ACM atm is to organize people, add them in friends and then play in private lobbies. Otherwise its near impossible to play, it will be like a miracle if you manage to connect to someone. Thats the reason why everybody stopped "playing". The lack of dedicated servers killed the game, not the game itself no matter how bad it was.
