Better reporting probably. Rape is one of those things that's a stigma in society and women, well men too for that matter are afraid to report. Especially in cultures where the families honor is considered more important.

But that would like how the military came out and reported (optimistically) more women are reporting sexual assault.  That's all well and good, but the fact that its happening is horrible and what is the military doing about it?  What is Australia doing about it?  If more women are reporting sexual assault, then those sexual assaults are happening.

I've been looking for an infographic (one i had saved) to explain this that's relevant, there have been a lot of high profile cases in Australia the last few years the main one being "Jill Meagher" that got a lot of press coverage (and rightfully so) and it's about destigmatizing reporting it.
