Whether you like it or not they couldn't prove that Wilson acted outside of the law. The witness accounts were incredibly contradictory. Brown was shot in the front, not the back like his friend and others tried to say, hell they can't even agree if he was standing up or not. There's no solid story. You can't go on and charge someone without enough proof for it to stand.
What laws do you want changed? Cops can't defend themselves? Can't chase perpetrators? And yes, the rioting is a big deal considering several businesses and cop cars were torched. Just because a majority is peaceful doesn't mean we ignore the fact that looters and arsonists broke the law.
Brown robbed a store, assaulted a cop, and now he's dead because of his own choices. That's how it is.
