You can't read without worry, it looks like it could have been written before publishing the second book, because it includes completely implausible stuff that can be considered hilarious by now.

Unless you want absolutely no hints of what's to come and are caught up, you should be safe in reading it. All it shows is Martin's original outline, which is vastly different to what was actually written. It's just really interesting.
