Exactly.. Creepy. As for irritating, it's only when they've done it nonstop, and every time you look that way.. There they are.

Well, the parent could be like "It's not polite to stare" and turn their child's head around.
It's not THAT bad, just a peeve that happens to me a lot.
And no. Not under 3, I can understand that. I mean 5-8 year olds doing it, they should know better.
