Because its their franchise and they can choose to do what they want and that's the attitude Fox have taken. I don't think Ridley  Scott would stand for their BS and probably no big name director would.

Well they already ended the Ripley story arc once, but that didn't stop them.

They probably would have let him. They told Cameron about the other film they were doing and Cameron, Scott et al, all pulled out. Fox probably didn't even know a thing about it. They were doing it all on their own.
