P2 Elder also has the "gills", but they're a little hard to see in the movie because of the lighting. Same goes for Pussyface, but his are also hard to see because of his coloration.

They are! But what we've been saying is that those skin folds look like gills and were the inspiration for the gill-like marks on Chopper's mask.
