And that's where the director and/or producer kicks in. To get in the right actors in the right way...

40m is more than enough, I think. Maybe they should skip the big budget stuff and make it an underground movie. That would force the movie makers to be creative and innovative... The good ol' less is more?!
These days I feel like the more money is available for movies, the more they waste on stuff they might/could do with it (CG, fx, "hot" actors, etc.) and put it into the movie, which more often than not, doesn't add anything to the general (feel of) the story.
