The street cam appears to be sped up for some reason as the second ticker is about twice as fast as it should be.
But from what I could tell guy was driving and had the street ahead of him blocked off by the car that would later drive right in front of the vehicle, the van had enough people to hogtie and load the two guys in the car as well as another driver to drive the other vehicle away, and there was one other car blocking traffic behind them. Then they all hurried and got the f**k out.
That's not the full video there is another that shows delta setting everything up and driving away but the quality is no better.
