Yup. Whilst they don't really strike me as Raptors, there is a similarity in position. Perhaps because it is a very functional one.
Either way it's a funny thing, people like to say the Resurrection Aliens look like Raptors, when their arms, whilst walking, are on their sides like a human. Warranting such statement by saying their legs look similar is hilarious as well - a handful of movie monsters have digitigrade legs.

Meh, even if, supposedly some of the guys in Aliens werent that tall either yet they still kept their heads inside the alien head instead of the neck

They also kept the neck largely hidden.  Which they pretty much did on Alien3 too.

Honestly, it wouldn't be that hard to find some tall actors and do the job properly. I just get a sense the neck is more a deliberate design choice by ADI.
