Doesn't it depend on the ammo being used?

Or maybe the mortars are for disruptive purposes? To cause chaos instead of damage.

They can have all the cool guns they want, their main problem is that few are trained well enough to handle them.
Guess that's why they often seem to lose battles while being better equipped than police/military.

More than likely it's for propaganda use, basically saying "look at how dangerous we are, we've got mortars and RPGs and all sorts of stuff". The IRA did the same thing with their four fifty cals back I'm the day, they didn't even use them. Just a a show of force, and just like those 50's in Ireland, they'll probably never be used

But the cartel that owned the mortars already used explosive drones so I can see them using mortars at some point.
