Problably only very simple orders.. 

The raptors in the John Sayles script had implants that gave them different doses of chemicals:
to make the animals hyped up on adrenaline; Serotonin to the brain's pleasure center as a reward for certain behaviours and other chemicals to make them faint if they got dangerous.

Some variation of that might still be in the film.

I can see that working.

All the dinos in the films are genetically engineered. These arent "wild animals". They were lab created.

Of course, in the Sayles script the "supposedly controlled" raptors escaped and murdered a ton of the people trying to control them.

I'm shocked by this new raptor thing, but very excited to see the mosasaur. Although it could also be interesting that they include other marine creatures, such as elasmosaur or liopleurodon
