Yes.

There is photoshop, paint shop pro, photoimpact, loads and loads more... Too much to name.

And then there are sites like this where you can get tutorials and stuff.

http://www.photoshoproadmap.com/Photoshop-tutorials

I don't really want to post links, because I don't feel like looking for them.

Photoshop is the industry standard, and obviously the most popular, you can find more for that than anything else.

That looks like it is just a blog about GIMP. I have never used GIMP before. I am sure if you just type in GIMP in google you will find a download for a trial of it.

To make a sig on Gimp, i recommend getting some fonts and brushes before you start. The two best sites for getting fonts I believe are www.dafont.com and www.1001fonts.com . Get some fonts that you like and download them in there compact folders or archives. For brushes go to www.deviantart.com and click the button that says Browse(not search) Browse for Resources and go to copy the brush files into C:\Program Files\GIMP-2.0\bin\share\gimp\2.0\brushes.

You get GIMP here, you can get it here www.gimp.org

These sites will help you.

Gimp is freeware, so you just download a full version from their website. It was created for those that want some of the bare minimum stuff that's in Photoshop, but don't want to buy it.

I haven't used it cause I already have the Adobe suite, but from it's reputation, it's the best free program out there for manipulating images. I'd recommend it if you're low on cash or don't want to do obtain Photoshop in illegal ways.
