He's at his very best in Season 4, in my opinion. Award worthy stuff, yet it was Dinklage that was nominated for an Emmy again.

I'd say both of them were at the top of their game this season.

Sandor is without a doubt one of my favorites, both in the books and the show.

Dinklage is great, but I can't help but feel that he's got an easier job, seeing as how Tyrion is such a likeable guy. Sandor is a killer and kind of an asshole, yet you can't help but feel for him.
