Yeah, probably .22s to kill rabbits and other pests. It's mostly the larger-calibre stuff they've really cracked down on of late.
You now either need enough land to safely shoot the rifle on your own property (unless you're a Lord or something, you aren't gonna have enough land to safely fire a .303 without hitting your neighbours lol), or you have to be a member of a gun club where you can shoot it. My dad had real trouble renewing his licence for his rifles last year.
The thing that really took the piss is if he took them to a police station to hand them in because his licence had expired, they would've arrested him!
