That particular patient was in contact with the hospital staff before they became aware of him being infected with ebola, hence the infected healthcare worker probably wasn't wearing any protective gear when they first talked to him and sent him home.

But hey, this is Texas we're talking about... :P

They're actually speculating that these healthcare workers got infected from not following the procedures they've trained over and over...!

If that's the case, maybe it's the US that should be isolated from the rest of the World...

Also, as should be obvious to anyone, healthcare workers are at a significantly larger risk of infection than the general population.
