I'm betting on accidental, fertilizer is highly explosive, especially if this was a chemical fertilizer plant. There's been quite a few explosions due to fertilizer plants in the past.

Well I dunno if they've got any further but I'm putting my money on Muslim extremists working on their own without Taliban links or knowledge of their actions.
