to limit the amount of new threads an user can make in a certain timeframe? newbies tend to make loads of new threads asking questions that have been answered hundreds of times/ making useless polls or ridiculous stuff that, i hope to be speaking on everyone -else's- behalf, is irritating.

again, not that its bad to start threads, but they should at least stick to one and make a decent argument or developing an interesting idea in it instead of jumping to something else.

right?

No way to limit it, but I usually ban people who start making lots of pointless threads. Or remove their ability altogether to make threads.
