Not always. Depends on what it's specced for. Some done have lasers for CDs. Some don't have hardware or software, or even licensed for SACD or DVD Audio. As you said, some (most, I think) don't play 3D.
American players tend to stutter when playing PAL DVDs, but PAL ones are usually fine when playing NTSC.
Also, dedicated disc players are usually quieter than video game consoles, which is important for a home cinema experience. Quiet scenes get ruined by loud whirring or fan noise.
