How do I launch custom maps and Mods using the Avp2 custom Launcher?

AVP2 only works for me if I launch the game using the AVP2 custom Launcher.

So How do I load custom maps and Mods with it? I don't see a place to enter the -rez command line.

The custom Launcher is out of date and unsupported you'll need the MSP 2.4 Patch + the dlinput.dl file to make avp2 work for you with ease.
