Yeah, the new Freddy was a manifestation of an ancient evil that has been kept in check by the telling of stories. Craven was patting himself on the back by saying that nothing has been scary since NOES ended, and now the evil has been freed and has taken Freddy's form because, like you said he has grown fond of the icon.
