Utmost aggression against another race cannot be necessarily considered as a lack of civilized inner qualities. On the other hand preds simply kill their own kind, and use what, sticks and nets. In some way they far less civilized than aliens.

So in this same way you can tell that humans are less civilized than aliens, because people kill their own kind also.
IMHO aggression or lack of aggression against other species can't be used as determinant of being civilized. Using tools or  following some rules - inversely - it can be.
Both species are predatorian, hence the need for expansion and aggression not only against other species, but also within their own.
