I have no problem imagining that the company had dirty politicians and high-ranking military officers in their pocket.  In fact, I can imagine that Gorman was given command of the mission specifically because he would show deference to Burke.  Of course, that all evaporated when Gorman was taken out of the equation and command fell to an enlisted man who gave zero f**ks about Burke's interests.
