Because everyone knows robots in Hollywood have flashy eyes.

Plus, ominous Skynet in-jokes are probably what the design team were influenced by, like almost every other game where droids are featured.

They've said the Seegson androids in the game are supposed to be much less advanced, budget models. Maybe non-shiny eyes just cost more.

The only influence I could guess that Creative Assembly got this from was, surprisingly from Resurrection. I mean look at Call. Many of my buddies who had watched AR with me always mentioned how pretty Call's eyes are in this scene. She is a Robot and it really creates that illusion. They really standout.

According to the Devs some androids will help, ignore or harm the player. It looks like that some will pursue you if you're in an area you're not designated to be in or if you're messing with systems they're responsible for. I like that human and android behavior will be different depending on the different situations.
