I think it's his un-official way of telling us it's back on, he knows that we'll know it's a "Blade Runner" quote but he also knows the mere mention of a colony will also makes us think of "Aliens"; I choose to believe it's not over yet.

Why would Neil twitted such a quote? What was his purpose?

A new life awaits you in the off-world colonies. A new life = a new (his) Alien movie? Who knows?
