Yes i think it's nearly 100% sure he plays him ! Remember the instagram stills of the Loonies released by Larry Fong ? In Aguilera's still you can clearly see a helicopter tatoo on his arm, that perfectly matches the name "Flyboy", and the script description of him being a pilot.

Alfie Allen is Lynch

Trevante Rhodes is Nebraska Williams

Given that he can be seen in the lab, I think he is a Stargazer technican...Dr. Sean H. Colwell.
Or could be Traeger because his role is quite similar to Peter Keyes' role in P2.
