The faction that wants the Predators advanced weaponry. One of the major plotlines is the "prey for weapons" gig. Predators get to hunt and the humans get Predator weapons.

RR is most likely referring to the fact that the Predators enjoy the thrill of the hunt and will sometimes toy with their prey to prolong the experience.  The Predators are very much in control of the hunt (or at least, they like to think they are) and could kill their prey at any moment, if they really wanted to.

A classic example would be one of the deleted scenes from Predator.  "The bastard is playing with me".
