Why are the Preatorians who are grown from cystic hosts not tougher?

Why are the Preatorians who are grown from cystic hosts not tougher? (Read 1,257 times)

I noticed that every other unti that is grown from a cystic host (made by drones) is made tougher.  Plus 100 health in most cases.  Why is this not the same for the Preatorians?
