How many honor points does it take to get the spear/combistick, and the hand cannon?

The spear usually takes around 6 levels beat with as much honor gained as you can. You can afford to lose them here and there.

The hand cannon becomes available usually near to the hospital exterior level, so that you can use it on the last level.
