Personally, I think this was a simple effort to cash in on the fan base. Build up the hype train, spend little to no money or time on the game and build up the pre-order numbers. All my local game stores had sold out of ALL copies of A:CM the day before launch, I shit you not.
It doesn't make sense to hire actors, put so many new alien characters, weapons and objects in a game and make a so wide variety of maps if you wanted to spend as little money as possible.
Why would you make a customization menu in the first place if budget was a concern?
Something happened and we'll never know.
