Not the same thing.
Anthem was developed with no real goal in mind which is why it's so aimless and rebooted development a few times. It was also meant to capitalize on the live-service model and since it didn't really have much to go off of that of course didn't work out as the development timeline would get thrown out. Bugs plenty and no real story to speak of given it's rebooted development and lack of polish. The game would also retail at a higher price.
The closest comparison to Hunting Grounds would be Star Wars Battlefront 2015. Only multiplayer with story bits sprinkled into the gameplay except unlike Battlefront most people know Hunting Grounds doesn't have a single player and they even mentioned that at PAX. Anybody who doesn't know Hunting Grounds doesn't have a single player has only themselves to blame, it's been known for awhile. The game is also shipping for significantly lower cost (40 dollars) whereas the special edition retails for the price of a standard game. It's a smaller game and that isn't any sort of secret.
