A murder mystery with maybe paranormal tinges set in a fictional super "New Town" still being built in the UK in the 70s.

The fictional super New Town would have a setting like Thamesmead (some of clockwork orange was filmed here) gone concrete mad and you would follow the new Detective arrived (Only have the name Reg in my head at the moment) who soon finds odd murders.
