Master Chief. He takes down Elites/Brutes, which are camoflauged with active camo, also, Chief has energy sheilds and Foam type stuff in his armourwhich takes damage. Predator has none of this, and the Plasma Caster is basicly the Predators version of the Plasma Rifle. So Chief would win with ease.
