Does anyone know E. Winters nationality?

In the game there is a character we never meet named E. Winters. She has a photo in the Marshall's office and three audiologs. She has a noticable accent, she might be the one of the only characters with a non american accent outside of Taylor and Samuels, but I can't place it. The link to the wiki page is below. If anyone is great with accents or knows the voice actress and what they were doing, using their normal voice or projecting a specific nationality, I would appreciate the help in narrowing it down. Am trying to look into this for you and while I'm not sure I'm right the actress who may ne voicing E Winters is Christina Kwolachuk an American actress who sounds like she's projecting a Danish accent. But not too sure.
