As far as I've come to understand it, Japanese retailers have a history of xenophobic practices. Put simply, they don't like to sell western games. And for the western games that do manage to find shelf space in Japanese stores, they're labeled as "youge". Not sure on the definition exactly, but I do know that it is meant to be discriminatory.
It's sad, but what can ya do?
