Put in the context of Covenant : imagine the relationship between David of Promethee and David of Covenant ! The first is free, the second is just an android.
How is the new David react by discovering this?

I strongly doubt it's Shaw, he's got to be referring to Fassbender, for he wasn't explicitly a villain per se in Prometheus; he exploited programming loop-holes I guess with his response to Holloway's "Anything and everything", but he was following orders after all, but now that he has been "free" for a decade - on a planet full of bio-mechanical delights no less - well...
