If this isn't a proof of concept for why an Isolation 2 would be great, I don't know what is. I understand Isolation wasn't the seller SEGA hoped it would be. I don't see why they couldn't devote some funds to creating a game just for the sake of being an excellent game once in a while. Isolation 2 may not be the 50 million copies, Red Dead 2 they wish it would be but there is a passionate fan base that would love it and play it for years to come. Isolation sold 2 million if I remember correctly. With better marketing and some evolution of the game design, I think a sequel could do better. Resident Evil 2 is proof horror based games can be wildly successful. I would almost guarantee that 5/10 Isolation received from IGN was pivotal in it's performance being less than what SEGA hoped for. If done well, there is a strong likelihood Isolation 2 could be critically AND commercially successful.
