So theres three different options you can do

Option 1 (which I think you may have tried?): is putting the lights peg through the armors hole, if it doesn't slide in to the hole in his back then just move it around until it gets "caught" and just kind of force it in a bit. It's supposed to fit snugly. This might take a few tries and it might even appear to be at a weird angle (the most common case like this I've had is that the hole in the back is higher than the hole in the armor).

Option 2 (a little evasive): The USCM armor can be "opened" on the sides where the buckles are. On some sets this is easier to do than others because it kind of depends on the amount of glue your particular vest got. A dip in some warm water should make the process easier if you can't just "pop" it open. I'd advise doing this slowly though depending on the amount of resistance you get.

Once you have the side open closest to where the flash light goes you should be able to see both holes pretty easy and just guide it in. Then glue the armor closed and you're good.

Option 3: Cut down the peg for the light by a little over half and glue it into the hole and to the back of the armor. This is kind of the neanderthal route, but its also the easiest if all else fails.

Never seen one without a camera slot. Had several marines with cameras that don't fit, they were not molded right. Often, the armor doesn't line up ideally somehow either...The older the figure, the more problems.

I've been having some issues regarding Hudson's shoulder lamp; can't find the slot in his back. I've moved the armor around some (as best I could) and I'm starting to be convinced this particular figure may not have a back slot. Anyone else have this issue and any advice?

I expect caramel would be okay.

It is. It's no peanut butter, but it does its job.

I don't see a single milk chocolate there.

No wonder he's terrified.

The yellow flower Dove ones are milk chocolate and caramel.

The Krackels are technically milk chocolate and rice.

Poor little guy. I too am apprehensive when it comes to cornbread.

He kinda earned it after sitting in the chocolate dish.
