Don't see what legal/tax issues have to do with anything? It would be the recipients responsibility to pay any import duties/taxes and none of the contents are on the international import/export restricted list.
Legal/Tax issues, I imagine. Everything has to be above board when they do competitions through a company.
Shipping something from the UK to Uzbekistan, Azerbaijan or Bolivia shouldn't cost more than shipping it to Australia. And none of the contents would cause any problems with customs and import laws.
The competition is essentially only open to "first world white countries" which comes across as racist to me.
